PILOTAGE & NIGHT NAVIGATION

STS mooring operations are carried with the mother vessel remaining on port anchor, and the daughter vessel being brought alongside the mother vessel’s starboard side with the assistance of tug/mooring boat.  The Loading Master supervises the STS Lighterage operation and remains on board the daughter vessel throughout the duration of the operation. Full co-operation should be extended to the Loading Master by vessels during their stay at the Lighterage Point. Suitable accommodation and food at the Master’s table should be provided to the Loading Master during his stay on board.  Any infringement of Safety Check List requirements pointed out by the Loading Master should be rectified by the vessel concerned. If prompt corrective action is not taken, operations are suspended until the situation has been remedied.  Cargo surveyors (appointed by charterers) are placed on board mother and daughter vessels for conducting cargo measurement surveys, prior / after cargo transfer operations.

PORT IS RESTRICTED TO SUPPLIES / VISITORS DURING MONSOON RESTRICTIONS. NO CREW CHANGE DURING CARGO OPERATIONS. RESTRICTION IS PLACED DURING MAY TO SEPTEMBER EACH YEAR
 Mooring operations are carried out in favourable weather conditions, and during daylight hours only. Unmooring operations are carried out soonest on completion of cargo transfer and disconnection of cargo hoses. However, both vessels should remain, at all times, in full readiness for unmooring, in case of any emergency.  It is impracticable to lay down limits of weather conditions for the safe conduct of STS operations, as much depends on the effect of sea and swell on the floating fenders, and the movements produced in the vessels involved.  However, the following limiting environmental conditions are taken as guidelines: Operation Sustained Wind speed (knots) Swell Height (mts) Mooring (Double-banking) 25 2.0 Cargo operations 30 2.25 Unmooring (Casting off) 35 2.50  STS Lighterage operations are suspended whenever conditions are considered by the Masters of the vessels involved / Loading Master to be unsuitable for the safe conduct of the above operations.

LOAD / DISCHARGE FACILITY SPECIFICATION

STS CARGO TRANSFER OPERATIONS 1. The maximum permissible cargo transfer rate is 2500 cbm/hr/hose string, or as advised by the Loading Master. 2. Cargo transfer rates should be monitored hourly and mother / daughter vessel cargo figures should be compared frequently. 3. Mother vessels should plan cargo discharge and ballasting operations in such manner that vessel’s trim does not exceed 3 percent of LOA at any time. 4. Daughter vessels should plan cargo loading and deballasting operations in such manner that vessel’s trim does not exceed 1.5 percent of LBP, and propeller remains submerged, at all times in case vessel is required to cast off in an emergency. 5. On completion of cargo transfer, hose strings should be drained by the vessel having the higher freeboard into the other vessel, and thereafter disconnected as per the instructions of the Loading Master.
